Annual General Meeting of Cholderton Parish on 29 April 2010

Present: Chairman Crawford Stoddart, Parish Clerk Jeremy Disley, and 18 Cholderton residents.

Guest: Cllr. John Smale, Sgt. Martin Phipps, and PC Alan Day.

Apologies: None.

 

Election of Chairman: The meeting commenced with the election of a new Parish Chairman. Only one candidate, Crawford Stoddart (the existing Chairman), applied for the position of Chairman for FY 2010/11. The motion was proposed by Myra Orr, and seconded by Jane Heath, that Crawford Stoddart be re-elected to the post of Parish Chairman. 18 residents voted in favour of the motion, and 0 residents voted against. Thus, Crawford Stoddart was duly re-elected to the position of Cholderton Parish Chairman.

 

Minutes from Last Meeting: The minutes of the previous meeting (held on 17 December 2009) were displayed on the village notice boards. It was proposed, by Nick Ross, and seconded by David Carpenter, that these minutes were a true record of the previous meeting. 18 residents voted in favour of the motion, and 0 residents voted against. Thus, the motion was carried.

 

Parish Accounts: These were presented to the Meeting, and there were no issues arising. A motion was proposed by Nick Ross, and seconded by Priscilla Park-Weir, that the parish accounts for the year ending 31 March 2010 are approved pending an external audit. 18 residents voted in favour of this motion, and 0 residents voted against. Thus, the motion was carried.

 

Police Visit: Sgt. Martin Phipps and PC Alan Day represented the Amesbury Neighbourhood Policing Team (ANPT). The ANPT region covers c. 110 square miles, and includes the Bourne Valley and the Woodford Valley. The ANPT deals with non-emergency (i.e. non-999) responses, e.g. speeding and general anti-social behaviour. The ANPT will amend its priorities to suit the local community. Myra Orr enquired as to what could be done to combat dogging, PC Day commented that dogging is not illegal, but a visit would be made to any perpetrators who offend at least two people. PC Day stated that this afternoon, he had visited the area frequented by doggers and observed a vehicle, whereupon he recorded its registration number, and will subsequently send a letter to the vehicle’s registered keeper. PC Day has also discussed matters with the landowner of the area frequented by doggers, but unfortunately it has had no effect. Anne Midgley enquired about speeding in Amesbury Road, the Chairman stated that the issue has been raised several times, but unfortunately, there is no place to set up a speed trap.

 

Clerk’s Remuneration: A motion was proposed by the Chairman, and seconded by Nick Ross, that the Parish Clerk’s remuneration be increased to £8.40 per hour in line with the minimum of the National Association of Local Councils pay scale (currently unknown), with effect from 1 April 2010. 18 residents voted in favour of this motion, and 0 residents voted against. Thus, the motion was carried.

 

Any Other Business: 1. Anne Midgley suggested that a salt bin be placed in Amesbury Road, since Amesbury Road is often hazardous in adverse winter conditions. 2. Myra Orr commented that James Clarke will be cycling from John O’ Groats to Land’s End in order to raise money for charity, and all contributions will be gratefully received. 3. Cllr. John Smale commented that Wiltshire Council is improving, but all are encouraged to contact Cllr. Smale if there are any problems. The A338 Working Group is still attempting to de-trunk the A338.
